Affordable SEO services do fewer things properly rather than everything thinly. For a smaller business that means concentrating the budget on the two or three changes most likely to move your rankings, delivered as defined work with a clear finish, instead of spreading it across a permanent retainer that cannot fund much of anything.
Affordable is not the same as cheap. Cheap SEO is usually a different product wearing the same name: automated links, generated content and an automated report. It is inexpensive because almost nothing happens, and occasionally because something harmful does.
Why small retainers underperform
Every SEO engagement carries fixed costs that have nothing to do with how big the budget is. Someone has to manage the account, produce a report, hold a call, and pay for the tools. Those costs are roughly the same whether the retainer is small or large.
On a large retainer they are a small proportion and the rest funds work. On a very small one they consume most of it. The client receives a professional-looking monthly report describing a level of activity the budget could never have paid for, and after a year of that concludes that SEO does not work.

Automated reporting
A monthly export of rankings for terms nobody searches, with no interpretation. It looks like activity and describes nothing anybody did.
Guaranteed rankings
Nobody controls search results, so a guarantee is either meaningless or refers to terms so obscure that ranking first for them is worth nothing.
Work you cannot keep
Content on their domain, tracking in their accounts, changes made through a plugin that reverts when you cancel. Ask who owns what before signing anything.
Long lock-ins
Twelve-month minimums exist to protect the provider from the client noticing. Good work earns its renewal, and a contract is not a substitute for that.

Most cheap SEO is simply inert, producing reports and no change. The question worth asking any provider is what specifically was done last month, because inert services struggle to answer it.

Technical fixes that were blocking indexing can move things within weeks, because you are removing an obstacle rather than building authority. Anyone promising results in thirty days is describing terms that were never difficult.
